The Community formally came into being in 1952. The aim was to integrate the coal and steel industries of the 6 countries (France, West Germany, Italy, Belgium, the Netherlands, Luxembourg), and create a free market between these countries. The Coal & Steel Community was fully operating by 1967. Its functions were later taken over by the European Community. This bond was to be issued in its smallest member state, Luxembourg.
