Issued under the reign of Pope Pius IX, after Peter the longest-reigning Pope in history. He was not only Pope, but also the (last) Sovereign Ruler of the Papal States. His rule was considered secular though ended when - after a short fight - in 1870 Rome was annexed to the Kingdom of Italy. Only the State of Vatican City remains under the sovereignty of the Pope.
