Before 1927 the administration of Shanghai, outside the International Settlement and the French Concession, was chaotic. However, in 1927 a formal City Government of Greater Shanghai, to administer the whole of the "Chinese" city, was formed by the Nationalist Government. The administration was wholly in Chinese hands. At the time of issue of this bond, Shanghai was the sixth largest city in the world. After the communist takeover in 1949 the foreign concessions were abolished and the city government unified under the successor to the issuer of this bond. Top denomination and in excellent condition.
